Ground Plane in an inverter

Following are the images of an inverter's layout. I noticed that the layer 2 is the ground plane, and it is connected to the negative dc bus. I assume they have taken the DC bus ground as the controller ground too. It seems too from the figure marked Fig 60.
My question is why there is no ground under the MOSFETs? I don't understand the reasoning behind it. Any guidance will be appreciated!

What do you mean with "*why there is no ground under the MOSFETs*", because there is either ground below them or vias.
I cannot say for sure as there are no gerbers of the board (that I could find).

I see! I looked up the document. It was because of the vias!
