Usage of Offpage Connectors

When certain blocks are called in a bigger higher level block, are off page connectors necessary? provided that there are actually defined at higher level block and get used at a lower level block.
What if we don't define offpage connectors, will it be detrimental in future part of the project? (foorprint attachement and layout).
What about GND and VCC wires and labels?

PS: I know this may come within my enrolled course videos but I needed a response before I got to that stage in the Allegro course

I don't remember exactly how this is implemented in OrCAD / Allegro, but there may be preferences where you can set net behavior to global / local etc. Did you have a look around the software? I don't have ORCAD / Allegro installed, can't check it.

I do not know how this is in Allegro/Orcad either, but to the question "are off page connectors necessary?" I would say: It depends.
- Re-use block require it ("ports" in Altium).
- Company or personal requirements.
Personally I use "strict hierarchical" design (Altium). So net labels are only local, so are power ports (which I do not use).

usually you use off page when signal continues on another page
