How do I move primitives between mechanical layers?

I have a project where footprints have been created by 3 different people. Unfortunately they didn't standardize beforehand which mechanical layers to use for assembly drawing, courtyard, 3d body, etc.

Is it possible to move these primitives without redrawing them?
Also what is the recommended convention for assigning these layers so that I am aligned with Altium community?
apologies if this is a trivial thing to ask but I couldn't find an answer through the Altium documentation.

When you select the primitives you can change the layer in the properties panel.

There is no convention on mechanical layers.
What I have:
- Mechanical 1 - board outline (single layer)
Layers pairs (in library as well), top is odd, bottom is even (+1 of top)
15 (and 16) = Courtyard
13 = 3D body
11 = Designator
9 = Polarity (no standard type)
17 = Component center
19 = Component outline

These layers are for the whole library. So if you supply an empty library to them, they can draw on the correct layers.
