You want to change the pour order of the polygons.Tools / Polygon pours / Polygon manager

exactly as @QDrives mentioned, polygons are drawn in an order. So you just need to change the priority, so the small polygon is drawn before the big polygon is drawn

is it okay to pour ground on a power plane under signals to use as a return as I did? signals on other layers have their own ground planes so the cuts on the power plane dont matter

(there are signals that go over the split at the top left, this is just an example pour im not done routing)

also i cant change the distance between both planes, its not like 2 planes next to each other where i can just move of the sides back

Why have a power 'plane' to begin with? That split is cutting your 3.3V in two.Strictly speaking you cannot "pour" on a "plane". You split a plane and you can treat a signal layers as a 'plane' by covering it with a big polygon.I do not understand your last comment.

voltage doesnt "move", the current will go up and down the vias, the components that need 3v3 are around the board not in the center

the plane is not "literally" split in two, it will still be connected at the top andbottom if thats what you mean

If you make it round, it may turn much more into a "loop". You may want to 'break' the circle.
